New Authority Leads

Terms of Service

Last updated October 9, 2026

These Terms of Service (“Terms”) govern your use of New Authority Leads, the website at newauthorityleads.com and its portal, emails and exports (the “Service”), provided by Merlin Cognitive Systems and Intelligence LLC, doing business as Cognitive Global (“Cognitive Global”, “we”, “us”). By creating an account, starting a trial or paying for a subscription you agree to these Terms. If you are accepting on behalf of a business, you confirm you are authorized to bind it.

1. What the Service is

The Service compiles information about motor carriers from public records published by the Federal Motor Carrier Safety Administration (FMCSA), including authority, insurance filing, census and enforcement records, and presents it as leads, a company directory, daily emails and alerts. We are not affiliated with, endorsed by, or acting for USDOT or FMCSA.

The Service is an information tool. It is not legal, insurance, underwriting or compliance advice, and it does not tell you that any carrier needs, wants or qualifies for coverage.

2. Accounts

  • You must be at least 18 and give accurate account information.
  • A subscription is for one person. Do not share your login or let others use your account.
  • You are responsible for activity under your account and for keeping it secure.

3. Free trial

  • New subscribers get a 7-day free trial. A payment card is required to start it. One trial per person or business.
  • Unless you cancel before the trial ends, your subscription starts automatically and your card is charged the monthly price of the plan you chose.
  • During the trial the Service shows a limited daily sample of leads, and CSV export is not available.

4. Plans, billing and renewal

  • Current monthly prices: Starter $79, Pro $149, Nationwide $249 (US dollars, plus any applicable taxes). Each plan's limits, such as the number of states and saved filters, are shown on our pricing page and in your account.
  • Subscriptions are billed monthly in advance through our payment processor, Stripe, and renew automatically each month until canceled.
  • We may change prices or plan features. We will give at least 30 days' notice by email before a price increase applies to your subscription.
  • If a payment fails, we may retry it and may suspend access until the balance is paid.

5. Cancellation and refunds

  • You can cancel at any time from Account → Manage billing. Cancellation takes effect at the end of the current billing period, and you keep access until then.
  • Payments are non-refundable, including for partial months and unused time, except where required by law.
  • Plan changes made in the billing portal are prorated by Stripe.

6. How you may use the data

While your subscription is active, you may use the Service and its data for your own business's prospecting and customer service. You may not:

  • resell, sublicense, publish, share or give the data to anyone outside your own use, including other agencies, brokers or list sellers;
  • copy the Service's database in bulk, or use scripts, bots, scrapers or other automated means to access or download it;
  • use the data to build or improve a competing product;
  • get around plan limits, export limits or other access controls;
  • use the Service for anything unlawful, or in a way that harms the Service or others.

Exports are limited, and we may set or change limits on how many records can be exported or viewed to protect the Service.

7. Your outreach is your responsibility

You are solely responsible for how you contact the businesses and people listed in the Service, and for following every law that applies to that contact. This includes the Telephone Consumer Protection Act, the CAN-SPAM Act, the National Do Not Call Registry and state telemarketing and insurance-solicitation rules. Contact details come from public filings and may belong to individuals; the Service does not check them against do-not-call lists.

8. Accuracy of the data

The data comes from public government records that can be incomplete, outdated or wrong, and we may process it with some delay. We show the source of each record so you can verify it with FMCSA. We do not guarantee that any record is accurate, complete or current, and email timing is approximate. Always verify important facts, such as a policy's status or a cancellation date, at the source before relying on them.

9. Availability and changes

We aim to keep the Service running and the data current, but we do not guarantee uninterrupted or error-free operation. We may change, add or remove features, data sources or delivery schedules.

10. Ownership

The underlying public records belong to the public. The Service's software, design, and the way we compile, match, enrich and present the records are owned by Cognitive Global and protected by law. These Terms give you a limited, non-transferable right to use the Service during your subscription; they do not transfer ownership of anything.

11. Suspension and termination

We may suspend or close your account if you break these Terms, misuse the data, or fail to pay. If we close your account without cause, we will refund the unused part of your current billing period. When your account ends, your right to use the Service and any data from it ends too.

12. Disclaimers

The Service and all data are provided “as is” and “as available”, without warranties of any kind, express or implied, including merchantability, fitness for a particular purpose, accuracy and non-infringement, to the fullest extent permitted by law.

13. Limitation of liability

To the fullest extent permitted by law, Cognitive Global will not be liable for any indirect, incidental, special, consequential or punitive damages, or for lost profits, revenue, business or data. Our total liability for any claim relating to the Service is limited to the amount you paid us in the 12 months before the claim arose.

14. Indemnity

You will defend and indemnify Cognitive Global against claims, fines and costs arising from your use of the data, including your outreach to businesses and people listed in the Service, or from your breach of these Terms.

15. Governing law

These Terms are governed by the laws of the State of California, without regard to conflict-of-law rules. Any dispute will be brought exclusively in the state or federal courts located in San Diego County, California, and both parties consent to that jurisdiction.

16. Changes to these Terms

We may update these Terms. If a change is material, we will email you or show a notice in the portal before it takes effect. Continuing to use the Service after that means you accept the updated Terms.
